He advises companies whose products are regulated by the Consumer Product Safety Commission (CPSC), where he served in various capacities as an attorney and senior official. Neal assists companies designing and bringing new consumer products to market with a focus on product safety and regulatory compliance throughout a company’s product design, supply chain, and manufacturing processes.  Neal also provides counsel and guidance to his clients whose brands may be at risk when managing sensitive, high-stakes recalls.

Eventually appointed to be the CPSC’s Small Business Ombudsman, Neal has spoken at conferences, symposia, and trade shows in a variety of industries around the world.  Neal is also the lead author and designer of CPSC’s Regulatory Robot.  The Robot, which catalogs and guides businesses through every regulation that the CPSC enforces, was the first of its kind and represented one of Neal’s many accomplishments in restoring trust between CPSC staff and the regulated business community after the rollout of the Consumer Product Safety Improvement Act of 2008.
